I am 14 and have obviously hit puberty but am very short and basically hairless..?

this month i turned 14 and i know i hit puberty because my penis and testicles have grown in size quite a bit. but i have no pubic hair, armpit hair, and barely any leg hair. i am also only 4'10. could there be a reason for this? i know usually boys grow hair first and then grow. also do u think i am ever going to hit a growth spurt??
