A quiet reserved state to live?

Me and my boyfriend are planning on buying our first home, anywhere we decide to go we'd be stable and set. All I want to know here is where is a nice, chilled country place. Where the people are calm no city and there is a low crime rate, as we come from what could be called a ghetto. Some where with a somewhat neutral weather scale, not too rainy, icy or sunny at anytime. Oh is there such a place? :)
