Were and When do you get a fishing rod in Pokemon Black?

I need one, but wen i find out were to get a super rod it says its a gift from "Looker" in nuvema town, but when i go there there is no "looker" do u know when in the game its available cuz i'm at the dragonspiral tower rite now and need a super rod to catch dragonite
