Do i tell him or not hes just my best friend?

yes he has asked me out in the past but i hardly new him he is not a looker he is my best friend so caring and sweet and funny but i dont know if i like him or not some days i feel as though i love him but other days we are just best friends i mean so close his mum treats me as her own what do i do about this?
